&lt;p&gt;The ceremony was presided over by the Chief of Staff of the Vice Prime Minister in charge of Planning and Development Aid Coordination, Mr. Prince LETA, along with the Secretary General for Planning and Development Aid Coordination, Mr. Daniel EPEMBE. This new appointment brings a fresh impetus for revitalization to this public institution, which has been called upon by its supervisory authority to foster a new dynamic, innovation, and a climate of perfect collaboration. This commitment has been acknowledged and embraced by the new management led by Ms. Rachel PUNGU LUAMBA.&lt;/p&gt;
&lt;p&gt;&#8220;&#8230;I commit to doing everything in my power to elevate the ANAPI's profile both nationally and internationally, truly making it the gateway for investments in the DRC. In the face of numerous challenges, I will rely on the support and guidance of the supervisory authority, as well as maintain good collaboration with other stakeholders (&#8230;) to enable us to successfully accomplish our missions,&#8221; emphasized the General Director of ANAPI in her speech.&lt;/p&gt;
&lt;p&gt;It should be noted that Ms. Rachel PUNGU LUAMBA will be supported in her role by Mr. Evariste KATSHENDA as Deputy General Director, while Mr. St&#233;phane VERINGA will chair the ANAPI Board of Directors. Observers believe that ANAPI will now operate with a rigorous results-oriented management approach.&lt;/p&gt;
&lt;p&gt;After the Secretary General for Planning read the presidential ordinance appointing the new members of the Board of Directors and the General Management of ANAPI, and following the reading of the minutes by the Human Resources Director of ANAPI, NGALAMULUME, the actual handover took place first between the incoming and outgoing General Directors. Professor Bruno TSHIBANGU, the acting General Director, passed his responsibilities to Ms. Rachel PUNGU LUAMBA, followed by the handover between the PCA and finally between the incoming and outgoing Deputy General Directors.&lt;/p&gt;
&lt;p&gt;The new head of ANAPI took the opportunity to express her deepest and deserved respects to the President of the Republic, Head of State F&#233;lix-Antoine TSHISEKEDI TSHILOMBO, for his choice in appointing her, which further underscores his status as a champion of positive masculinity. Ms. Rachel PUNGU LUAMBA also extended her profound appreciation to the Vice Prime Minister, Minister of Planning and Development Aid Coordination, Guylain NYEMBO MBWIZYA.&lt;/p&gt;

 <content:encoded>&lt;div class='rss_texte'&gt;&lt;p&gt;The Democratic Republic of Congo is resolutely engaged in a vast process of cleaning up its business environment through implementing reforms affecting all sectors of economic life to reduce, simplify, and make transparent administrative operations procedures, time, and costs transparent.&lt;/p&gt;
&lt;p&gt;And within the framework of its institutional prerogatives, the National Agency for the Promotion of Investments (ANAPI), technical adviser of the Central Government and the provincial Governments as regards the promotion of investments and the improvement of the business climate, ordered a study to evaluate the effectiveness of the application of the reforms initiated by the authorities of the country to cleanse the environment of the businesses in the 26 provinces that counts the DRC.&lt;/p&gt;
&lt;p&gt;The study, conducted by Target, a polling and consulting firm based in Kinshasa, focused on five indicators, namely: the start of economic activity, taxation (land tax and rental income tax), building permits, real estate transfers, and the quality of administration and institutions (focusing on the number of economic decrees, excluding budgetary decrees, issued by the provincial assemblies between 2017 and 2022). The objective was to assess the impact of the reforms on the purposes of each of the above indicators, to ascertain the level of satisfaction expressed by the beneficiaries of these reforms, and finally, to rank the provinces according to the performance criteria in the implementation of the reforms.&lt;/p&gt;
&lt;p&gt;Data collection for this study was organized from October 20 to December 19, 2022, mainly in the main towns of the country's 26 provinces. During a workshop organized on Tuesday, February 7, 2023, at the Sultani River Hotel in Kinshasa, the Cabinet Target restitution its study's preliminary results to the sectoral Services delegates and the Provinces, among which the provincial Ministers of the Plan. The various representatives have, on this occasion, validated the study's results.&lt;br class='autobr' /&gt;
Thus, the final results of the study indicate a general level of implementation of the reforms that are still low at the provincial level, coupled with an apparent disparity between the provinces in terms of both ownership of the process of implementing the reforms initiated at the central station and the application of the reforms on the ground. A final ranking of the provinces is established at the end of the study, based on the cumulative scores of each section on the five indicators selected. The low scores are mainly explained by the absence of provincial economic edicts in most regions. Only the areas of Kinshasa, Equateur, and Tshopo scored well on this indicator and obtained a score greater than or equal to 50 out of 100 in the general ranking.&lt;/p&gt;
&lt;p&gt;Among the main difficulties identified is the lack of communication and awareness of business climate reforms, administrative red tape, the absence of economic decrees affecting the business environment, and resistance to reforms by the public administration, which is reflected in the failure to display the costs and procedures of various operations. These factors hinder the growth of businesses and limit their ability to create jobs.&lt;/p&gt;
&lt;p&gt;By way of illustration, the &#034;start-up of economic activity&#034; indicator, which measures efforts to reduce the time, costs, and procedures applicable to business creation, the survey results show that applicants who went to the stop shop (GUCE), the Tribunal de Commerce and the Tribunal de Grande Instance to obtain the administrative documents needed to operate, had to spend an average of 41, 40 and 80 days respectively. On the other hand, in the majority of provinces where the GUCE is installed, entrepreneurs spend between $103 and $293 for all the formalization procedures for their activities; and, on average, $289 for those who start their operations at the TRICOM level, and between $78 and $775 for those who go to the TGI.&lt;/p&gt;
&lt;p&gt;Regarding the tax indicator, only 11% of respondents know the tax reforms. But speaking of the property tax sub-indicator, 61% of respondents claim to be aware of it.&lt;/p&gt;
&lt;p&gt;For the real estate transfer indicator, the survey results show that the vast majority of respondents have a low level of knowledge about the transfer tax rate applied in their respective provinces on the one hand. On the other hand, 77% of respondents say they have paid administrative fees directly for a real estate transfer operation. As for the building permit indicator, 33% of respondents believe they have sufficient knowledge of the reforms on building permits.&lt;/p&gt;
&lt;p&gt;To meet the challenges highlighted by this study, ANAPI recommends a series of measures to improve the effectiveness of ongoing reforms and to strengthen the process of improving the business climate in the DRC. These measures include the need to enhance the Public-Public Dialogue and the Public-Private Dialogue; continued efforts to improve the social conditions of public officials in charge of implementing the reforms, as well as the fight against corruption and other economic crimes; the establishment of each province of an appropriate institutional framework (Business Climate Unit) supported by the area; and capacity building for economic actors to better take advantage of the opportunities offered by the reforms.&lt;/p&gt;
&lt;p&gt;In sum, the publication of the results of this study is an important event for the DRC and all actors involved in the country's economic development. The recommendations made in this study could help improve the business climate in the DRC and strengthen the country's competitiveness on the international scene. Furthermore, the results of this study could enrich the national barometer on the business climate currently being implemented by the Business Climate Unit of the Presidency of the Republic and allow for better preparation of the revision of the roadmap of government reforms on the business climate currently being prepared.&lt;/p&gt;

&lt;p&gt;Were present alongside ANAPI in this economic mission: the provincial delegations of South-Ubangi and North-Ubangi led respectively by Their Excellencies the Governors Jean-Claude Mabenze and Malo Mobutu; two representatives of Governors of Central Kongo and Mongala; the National Agency for the Development of Congolese Entrepreneurship (ANADEC); the Agency of Special Economic Zones (AZES); the National Agency for Electrification and Energy Services in Rural and Peri-urban Areas (ANSER); the Federation of Enterprises of Congo (FEC), the Chamber of Commerce and Industry of Central Kongo (CCIKC), and more than fifteen Congolese multi-sectoral economic operators active in the DRC and Morocco.&lt;/p&gt;
&lt;p&gt;DRC-Morocco: historical political and diplomatic ties that are being strengthened&lt;/p&gt;
&lt;p&gt;It is within this framework that the Ambassador Extraordinary and Plenipotentiary of the Democratic Republic of Congo (DRC) to the Kingdom of Morocco, His Excellency Mr. Henri Mangaya Yange Mondowa, led on Monday, February 27, 2023, in Rabat, a part of the Congolese delegation to the Ministry of Foreign Affairs, of African Cooperation and Moroccans living abroad for a working session with Ambassador Radi Lamia, Director of African Affairs and Mrs. Jabry Soreya, Director of Economic Promotion and Cooperation.&lt;/p&gt;
&lt;p&gt;During this meeting, both parties welcomed the excellent political ties that have long united Morocco and the DRC. Relations strengthened since then thanks to the vision of His Majesty King Mohammed VI advocating south-south cooperation, as well as the idea of opening the DRC to Africa and the world desired by the Congolese Head of State, His Excellency Felix A. Tshisekedi Tshilombo.&lt;/p&gt;
&lt;p&gt;&#034;Unfortunately, we must recognize that trade between Morocco and the DRC does not reflect the excellence of the close and historic ties between our two brotherly countries. There is, therefore, a need to bring us closer economically,&#034; said the DRC Ambassador in Rabat.&lt;br class='autobr' /&gt;
Also, &#034;the objective of this economic prospection mission that we initiated in Morocco is precisely to impulse a new active phase of economic and commercial exchanges between the Kingdom of Morocco and the Democratic Republic of Congo; to make meet the institutions and business circles to concretize the immense potential of economic cooperation between the two countries,&#034; explained Mr. Anthony Nkinzo, General Manager of ANAPI.&lt;/p&gt;
&lt;p&gt;Mrs. Jabry Soreya, Director of Economic Promotion and Cooperation, welcomed with enthusiasm the initiative of this DRC-Morocco economic mission and confirmed the readiness of the Moroccan Ministry of Foreign Affairs to contribute to these efforts of reciprocal promotion of investment opportunities in Morocco and DRC to enhance the relations of cooperation and partnership between the business circles of the two countries.&lt;/p&gt;
&lt;p&gt;For her part, Ambassador Radi Lamia, Director of African Affairs, welcomed the willingness of both countries to consolidate economic cooperation through diplomatic bodies, which remain strategic levers of this policy of rapprochement, affirming on this occasion the firm commitment of the Moroccan side to relaunch the work of the Great Mixed Commission DRC-Morocco, which should tabulate in particular on bilateral agreements to link the Kingdom of Morocco to the Democratic Republic of Congo. Likewise, Ambassador G&#233;rard Mbala, Director of Africa at the Ministry of Foreign Affairs of the DRC, who was part of the delegation, reassured his Moroccan counterpart of the total and unreserved commitment of the Congolese Government to organize the work of the Great Joint Commission to come.&lt;/p&gt;
&lt;p&gt;Working session with AMCI&lt;/p&gt;
&lt;p&gt;The Congolese delegation then went to the Moroccan Agency for International Cooperation (AMCI) headquarters, where it was received by Ambassador Mohamed Methqal, its Director General. AMCI is a significant player in the implementation of the Kingdom of Morocco's South-South cooperation, leveraging the know-how and expertise of the Kingdom of Morocco in several fields to provide support to developing countries, main&lt;br class='autobr' /&gt;
In close coordination with the Ministry of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, AMCI's know-how and expertise are deployed through (i) Scientific and cultural cooperation: training of international students in Morocco (university, technical and professional), exchange of researchers, granting of scholarships by the Kingdom of Morocco to international students, accommodation of international students; (ii) Technical cooperation and sharing of expertise: organization of short and medium-term internships for working professionals as well as sending Moroccan experts on missions abroad; (iii) support for the implementation of sustainable human development projects: assistance in the implementation of sustainable development projects in several areas such as education, fishing, health, agriculture, sanitation, rural and urban electrification, etc. (iv) international humanitarian assistance through the management of humanitarian aid and donations.&lt;/p&gt;
&lt;p&gt;Synergies are being established, and a commitment has been made to continue discussions between ANAPI and AMCI to determine priority areas and projects for collaboration.&lt;/p&gt;
&lt;p&gt;Accelerating technical and economic cooperation between Morocco and the DRC&lt;/p&gt;
&lt;p&gt;Over the past two decades, the Kingdom of Morocco has achieved convincing results within the framework of sectoral policies and strategies, such as the program to reduce spatial and social disparities. Significant progress has been made, particularly in the equipment, transport, energy, agriculture, industry, and tourism sectors.&lt;br class='autobr' /&gt; In addition, the Moroccan government has implemented several measures to attract foreign investors, such as quality infrastructure, human capital training, and tax incentives to facilitate the establishment of new businesses. All these factors have made Morocco competitive at the continental and global levels.&lt;/p&gt;

&lt;p&gt;During this business meeting under the high patronage of the Ministry of Finance, the Director General of ANAPI, Anthony Nkinzo Kamole, presented to the FANAF delegates the picture of the national business environment with an emphasis on the impact of reforms and priority sectors of investment.&lt;br class='autobr' /&gt;
Anthony Nkinzo also invited FANAF participants to choose the Democratic Republic of Congo as their investment destination today.&lt;/p&gt;
&lt;p&gt;&#034;It is the path of reason because it opens the way to all business opportunities to exploit. The DRC is the market of all the stakes that offers its advantages in a non-discriminatory way to all national and foreign investors,&#034; he said.&lt;/p&gt;
&lt;p&gt;For his part, the Minister of Finance, Nicolas Kazadi, affirmed the willingness of the Congolese State to increase the rate of insurance penetration. However, he insisted on sharing experiences with these insurers, especially on the control of compulsory insurance.&lt;/p&gt;

The preliminary results were presented in Kinshasa on Tuesday, February 7, 2023.&lt;/i&gt; &lt;/strong&gt;&lt;/p&gt;
&lt;p&gt;The preliminary report of the survey conducted by the National Agency for Investment Promotion (ANAPI) and Target on the ease of doing business and investing in the 26 provinces of the DRC was presented during a workshop with delegates from the provinces, including the provincial ministers of planning, reveals a gap.&lt;/p&gt;
&lt;p&gt;Through this study, ANAPI intended to collect precise information, particularly on the mastery of the concepts of the business climate in the provinces. To this end, the Managing Director of ANAPI, Anthony Nkinzo, said: &#034;It was important that we could see if, at the level of the provinces, there is the concept of business climate, if the various reforms are put in place if there is an ownership of reforms and if the same realities are experienced both at the central level and in the provinces. As for the study, Anthony Nkinzo highlighted several indicators. &#034;We also wanted to know if an economic operator could create a company in the provinces if the quality of the administration were favorable if there are provincial edicts of an economic nature in the provinces,&#034; he said.&lt;/p&gt;
&lt;p&gt;Thus, the ANAPI-Target study revealed a gap between the practices observed in Kinshasa and the provinces. The MD of ANAPI gave explanations: &#034;This gap is due, among others, to the facts of offers, knowledge, tools, bad laws, but also by its political causes which make that some reforms do not know either a beginning of execution or a weak execution.&#034;&lt;/p&gt;
&lt;p&gt;Serge Mumbu, CEO of Target SARL, presented the survey results in each province. &#034;We consulted several sources, including documentary sources and interviews with experts in the field; we also formed a sample based on data from the One stop shop, commercial courts, and high courts. It is, therefore, a perception survey; the citizens have expressed their views according to the indicators that have been proposed, &#034;said the head of Target. Pending the inputs of various provincial delegates, the study reveals an insufficient knowledge of reforms in the business climate and investment at the provincial level. &#034;The big trend is the knowledge aspect. Efforts must be made to publicize the reforms, which are not well known. In addition, a major communication campaign must be conducted. Information is largely conveyed orally, resulting in distorted information, misunderstandings, and confusion. This has also impacted the results of our study,&#034; said Serge Mumbu.&lt;/p&gt;
&lt;p&gt;The provincial delegates appreciated the results of the study. Many believe this survey will enable them to improve the business climate in their respective provinces.&lt;/p&gt;
&lt;p&gt;It should be noted that these provincial delegates have one week to provide their opinions on the report presented by Target SARL. After that, ANAPI will give the final piece to other institutions of the Republic.&lt;/p&gt;

It finally led to the creation of a DRC-Nigeria Business Council whose interim chairmanship was entrusted to Dr. Nteraya Sanginga, Director General of the International Institute of Tropical Agriculture (IITA). In contrast, the interim vice-chairmanship is held by His Excellency Mr. Malam Nasir El-Rufai, Governor of the Nigerian State of Kaduna.&lt;/p&gt;
&lt;p&gt;It is within the framework of the concretization of the commitments made that a delegation from the Democratic Republic of Congo has just completed an official trip to Nigeria, at the invitation of President Olusegun Obasanjo, to take part in the meeting of the stakeholders of the DRC-Nigeria Business Council, as well as in a Forum on investments in the DRC, which was held on January 21, 2023, at the Sheraton Hotel Ikeja, in Lagos.&lt;/p&gt;
&lt;p&gt;During this Forum, the Director General of the National Agency for Investment Promotion (ANAPI), Mr. Anthony Nkinzo Kamole, made a presentation to the public authorities and Nigerian businessmen present at this business meeting, addressing the issue of the business climate in the DRC and the progress made recently in terms of reforms to make the country more attractive to national and foreign investors. He spoke at length about the country's solid economic outlook, confirmed by several rating agencies, and the renewal of structural partnerships with donors such as the International Monetary Fund (IMF) and the World Bank. Finally, he gave an overview of the many business opportunities the DRC offers through some sectoral niches identified as the government's priorities and answered the audience's various questions.&lt;/p&gt;
&lt;p&gt;The Nigerian delegation was composed of, among others: His Excellency Olusegun Obasanjo, Honorary President of Nigeria; His Excellency Malam Nasir El-Rufai, Governor of Kaduna State; His Excellency Professor Chukwuma Soludo, Governor of Anambra State; His Excellency Engineer Seyi Makinde, Governor of Oyo State; Mr. Rabiu Umar, Group Chief Commercial Officer of Dangote Group; Dr. Hassan Usman, CEO of Accredited Consulting Ltd. Dr. Stella Okoli, Group Managing Director of EMZOR Pharmaceutical Industries Ltd; Mr. Hassan Usman, CEO of Excredite Consulting Ltd, etc.&lt;/p&gt;
&lt;p&gt;On the Congolese side, in addition to the Director General of ANAPI, the delegation was composed of Mrs. Nicole Sulu, Founder of the MAKUTANO business network; Mr. Kalaa Mpinga, Congolese mining and agro-industrial entrepreneur, President of the National Agriculture and Forestry Commission of the Federation of Enterprises of Congo (FEC); Mrs. Cathy Latiwa Amato, lawyer and founder of Latiwa Development Foundation active in Nigeria and the DRC, and Mr. Yannick Loleka Yemia, representative of Mr. Pacifique Kahasha, Charg&#233; de Missions du Chef de l'Etat.&lt;br class='autobr' /&gt;

&lt;p&gt;Closing this business meeting, President Obasanjo thanked the two delegations, Congolese and Nigerian, for their involvement and the quality of the exchanges. He finally urged the stakeholders to increase synergy and permanent follow-up of the resolutions taken jointly. &#034;The money to invest and develop Africa is in Africa, among Africans. Therefore, our ability to come together and work in unity will be the engine of positive transformation of our societies amid industrialization,&#034; he concluded.&lt;/p&gt;
&lt;p&gt;In addition, as a prelude to the DRC-Nigeria Business Council meeting, President Olusegun Obasanjo invited the Congolese delegation to the inauguration on January 20, 2023, of the Greenhouse recently built by IITA in one of its farms in Abeokuta in Ogun State, Nigeria. This is a greenhouse and laboratory cassava stem screening and multiplication project, the first of its kind implemented by IITA outside the Institute's campus. In concrete terms, this laboratory will enable Obasanjo Farms Nigeria to produce quality cassava stems in large quantities and thus immediately impact the revival of the cassava seed industry throughout Nigeria.&lt;/p&gt;
&lt;p&gt;Let us recall here that this project results in particular from the exchanges that the President of the Republic, His Excellency F&#233;lix A. Tshisekedi Tshilombo, had with the Honorary President of Nigeria, Olusegun Obasanjo on several issues of high importance, including the Agenda for Agricultural Transformation of the DRC (ATA-DRC), implemented since February 2022 by the Ministry of Agriculture and for which the International Institute of Tropical Agriculture (IITA) plays the role of technical assistance. Indeed, the vision of the Head of State, through this program, is to make agriculture a sector that generates wealth and creates jobs in DRC.&lt;/p&gt;
