Statutes and missions


I. Statutes

The National Investment Promotion Agency (ANAPI) is a public institution of a technical nature, with legal personality and management autonomy. It is the advisory body of the Central Government and the Provincial Governments in the field of investment promotion and improvement of the business climate, placed under the supervision of the Minister of state, Minister of Planning.

II. Core missions

In accordance with the texts governing this institution, namely the Law n° 004/2002 of February 21, 2002 on the Investment Code, and the Prime Minister’s Decree n° 09/33 of August 08, 2009 on the statutes, organization and functioning of ANAPI, the missions assigned to this Agency are the following:

  • Promotion of the positive image of the Democratic Republic of the Congo;
  • Promotion of specific investment opportunities;
  • Advocacy for the improvement of the business climate in the country (after-care);
  • Administrative support for investors who decide to establish or expand their economic activities on the national territory.
