Congolese economic mission in Morocco: A common will to stimulate investments and economic exchanges between the DRC and Morocco

Casablanca, March 03, 2023 - The National Agency for the Promotion of Investments of the Democratic Republic of Congo, ANAPI acronym, organized from February 27 to March 03, 2023, an economic mission DRC-Morocco in Casablanca, Rabat, and El Jadida, in collaboration with the Embassy of the Democratic Republic of Congo in the Kingdom of Morocco, the Chamber of Commerce Morocco-Congolese and Affair’DC, an economic network of Congolese professionals living in Morocco.

Were present alongside ANAPI in this economic mission: the provincial delegations of South-Ubangi and North-Ubangi led respectively by Their Excellencies the Governors Jean-Claude Mabenze and Malo Mobutu; two representatives of Governors of Central Kongo and Mongala; the National Agency for the Development of Congolese Entrepreneurship (ANADEC); the Agency of Special Economic Zones (AZES); the National Agency for Electrification and Energy Services in Rural and Peri-urban Areas (ANSER); the Federation of Enterprises of Congo (FEC), the Chamber of Commerce and Industry of Central Kongo (CCIKC), and more than fifteen Congolese multi-sectoral economic operators active in the DRC and Morocco.

DRC-Morocco: historical political and diplomatic ties that are being strengthened

It is within this framework that the Ambassador Extraordinary and Plenipotentiary of the Democratic Republic of Congo (DRC) to the Kingdom of Morocco, His Excellency Mr. Henri Mangaya Yange Mondowa, led on Monday, February 27, 2023, in Rabat, a part of the Congolese delegation to the Ministry of Foreign Affairs, of African Cooperation and Moroccans living abroad for a working session with Ambassador Radi Lamia, Director of African Affairs and Mrs. Jabry Soreya, Director of Economic Promotion and Cooperation.

During this meeting, both parties welcomed the excellent political ties that have long united Morocco and the DRC. Relations strengthened since then thanks to the vision of His Majesty King Mohammed VI advocating south-south cooperation, as well as the idea of opening the DRC to Africa and the world desired by the Congolese Head of State, His Excellency Felix A. Tshisekedi Tshilombo.

"Unfortunately, we must recognize that trade between Morocco and the DRC does not reflect the excellence of the close and historic ties between our two brotherly countries. There is, therefore, a need to bring us closer economically," said the DRC Ambassador in Rabat.
Also, "the objective of this economic prospection mission that we initiated in Morocco is precisely to impulse a new active phase of economic and commercial exchanges between the Kingdom of Morocco and the Democratic Republic of Congo; to make meet the institutions and business circles to concretize the immense potential of economic cooperation between the two countries," explained Mr. Anthony Nkinzo, General Manager of ANAPI.

Mrs. Jabry Soreya, Director of Economic Promotion and Cooperation, welcomed with enthusiasm the initiative of this DRC-Morocco economic mission and confirmed the readiness of the Moroccan Ministry of Foreign Affairs to contribute to these efforts of reciprocal promotion of investment opportunities in Morocco and DRC to enhance the relations of cooperation and partnership between the business circles of the two countries.

For her part, Ambassador Radi Lamia, Director of African Affairs, welcomed the willingness of both countries to consolidate economic cooperation through diplomatic bodies, which remain strategic levers of this policy of rapprochement, affirming on this occasion the firm commitment of the Moroccan side to relaunch the work of the Great Mixed Commission DRC-Morocco, which should tabulate in particular on bilateral agreements to link the Kingdom of Morocco to the Democratic Republic of Congo. Likewise, Ambassador Gérard Mbala, Director of Africa at the Ministry of Foreign Affairs of the DRC, who was part of the delegation, reassured his Moroccan counterpart of the total and unreserved commitment of the Congolese Government to organize the work of the Great Joint Commission to come.

Working session with AMCI

The Congolese delegation then went to the Moroccan Agency for International Cooperation (AMCI) headquarters, where it was received by Ambassador Mohamed Methqal, its Director General. AMCI is a significant player in the implementation of the Kingdom of Morocco’s South-South cooperation, leveraging the know-how and expertise of the Kingdom of Morocco in several fields to provide support to developing countries, main
In close coordination with the Ministry of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, AMCI’s know-how and expertise are deployed through (i) Scientific and cultural cooperation: training of international students in Morocco (university, technical and professional), exchange of researchers, granting of scholarships by the Kingdom of Morocco to international students, accommodation of international students; (ii) Technical cooperation and sharing of expertise: organization of short and medium-term internships for working professionals as well as sending Moroccan experts on missions abroad; (iii) support for the implementation of sustainable human development projects: assistance in the implementation of sustainable development projects in several areas such as education, fishing, health, agriculture, sanitation, rural and urban electrification, etc. (iv) international humanitarian assistance through the management of humanitarian aid and donations.

Synergies are being established, and a commitment has been made to continue discussions between ANAPI and AMCI to determine priority areas and projects for collaboration.

Accelerating technical and economic cooperation between Morocco and the DRC

Over the past two decades, the Kingdom of Morocco has achieved convincing results within the framework of sectoral policies and strategies, such as the program to reduce spatial and social disparities. Significant progress has been made, particularly in the equipment, transport, energy, agriculture, industry, and tourism sectors.
In addition, the Moroccan government has implemented several measures to attract foreign investors, such as quality infrastructure, human capital training, and tax incentives to facilitate the establishment of new businesses. All these factors have made Morocco competitive at the continental and global levels.

It is to share experiences and sectoral partnerships that the ANAPI Director General led the Congolese delegation during working sessions at the Ministry of Investment, Convergence and Evaluation of Public Policies and the Ministry of Industry and Trade of Morocco, where they were received respectively by Mr. Brahim Benmoussa, Director General of Convergence and Evaluation of Public Policies, accompanied by Mr. Zakaria Farahat, Director of Communication, International Cooperation and Partnerships; and Mrs. Imane Benrabia, Director of International Cooperation and Partnerships.ly in Africa.

"With our Moroccan interlocutors, we have had each time during our different meetings technical, frank, and positive exchanges, which allowed us to identify the priority areas of collaboration which, I hope, will make our two countries evolve towards a global economic partnership, with as a consequence the increase of the volume of our economic and commercial exchanges," declared Mr. Anthony Nkinzo, ANAPI’s General Director.
